I am a former user of PhotoImpact XL using an old 2008 computer for many years at home for designer activities for my own website. Recently I'm using a brand new computer with Windows 10. Can I purchase PhotoImnpact XL and use the program in combination with Windows 10, without having trouble?

No, the software is not compatible with Windows 10, because it doesn't exist anymore. The Ulead company (developers of PhotoImpact XL) has been acquired by Corel, and their products have been re-imagined and released in a different form with additional features and options. However, after checking their website, I have found PhotoImpact X3, but the problem with the software is that it lacks Windows 10 compatibility. There is nowhere specified on the System Requirements page about support for Windows 10.
I've had multiple versions of PhotoImpact over the years and in all of them I have been able to drag an image from a file or desktop into the Photo Impact workspace. I recently got a new computer and loaded my PhotoImpact Pro 11 on it. The same program I have been using for a while now since upgrading from XL, and it won't let me drag and drop the images as I have always done. Is there a setting I need to adjust? I've tried everything and spent hours on the Internet and can't find the answer.

You must be doing something wrong because the software allows dragging and dropping operations. I have watched tutorials and and the users had the possibility to drag and drop the images on the application. I have installed the application and the drag and drop function works as it should. Make sure to browse the images using the tree menu and then drag the image and it should work.
